With the participation of city staff, Barber Architecture refined three of seven initial concepts that united the new Aurora Municipal Center building with the City of Aurora's other civic buildings, and presented them in detail to the Aurora City Council. The Council unanimously approved the creation of a "civic campus" which grouped the existing justice center, public library, main police station and a history museum around an expansive landscaped lawn, leaving sites for future buildings and parking structures. Traffic flow and parking for the entire complex was improved, and the great lawn, fountain, and stone-paved plazas provide civic amenities for a variety of public gatherings and functions.
