The design philosophy for the rehabilitation of the historic building was derived from the framework and vocabulary established by the original design. The interior renovation included the addition of two new courtrooms, interpretation and re-creation of an original Circuit Court Room, conversion of the historic Law Library into a fourth courtroom, and restoration of a District Court Room. All of the ancillary and supporting spaces for both the Appellate and District Court, such as the judge's chambers, a new satellite law library, and offices for clerk attorney and court executive were programmed and designed. The project completely modernized the building.
